( not sure when they were replaced)

Unfortunately the arthritis in my hands has gotten so severe that my days of riding upright are over.
I'm looking to make the change to a recumbent trike.

If it is a Class 3 speed electric bicycle it can only be operated by someone over 16 and a bicycle helmet is required regardless of age.
If it is not an electric bicycle, it is illegal to drive on any roads in California: Unless it has a VIN and is certified as road safe, the DMV can’t register this vehicle.
If able to be registered as a moped, it requires the driver to wear a DOT motorcycle helmet, and have a M1 or M2 drivers license to drive on public streets and is not allowed on any Class 1 (paths or shared-use ‘trails’) or Class IV (cycle tracks) bikeways.
