If it is a Class 3 speed electric bicycle it can only be operated by someone over 16 and a bicycle helmet is required regardless of age.
If it is not an electric bicycle, it is illegal to drive on any roads in California: Unless it has a VIN and is certified as road safe, the DMV can’t register this vehicle.
If able to be registered as a moped, it requires the driver to wear a DOT motorcycle helmet, and have a M1 or M2 drivers license to drive on public streets and is not allowed on any Class 1 (paths or shared-use ‘trails’) or Class IV (cycle tracks) bikeways.
